Why Solar Panels Work in Portsmouth
Portsmouth is among the best-placed cities in the country for solar. Planning in Portsmouth
Portsmouth City Council is the planning authority, and its controls are unusually street-specific. Roof-mounted panels on a house are permitted development within the 0.2 m projection and roof-height limits, including inside conservation areas, where only panels on a wall, balcony or roof enclosure fronting a highway are excluded. What makes Portsmouth different is the number of Article 4(2) directions attached to individual Southsea and Old Portsmouth streets. None of the ones we have read names solar panels — they withdraw rights for things like replacing roof cladding on the highway-facing elevation — but they show how local the answer can be, so check your own address.

Southsea, Old Portsmouth and the Article 4 Streets
Portsmouth runs a dense set of conservation areas across Southsea and Old Portsmouth, and several carry Article 4(2) directions that apply to named streets and house numbers rather than to a whole area. Campbell Road has two: numbers 39–83 odd since 19 February 1997, and numbers 1–25 and 28–66 since 4 March 2010. Havelock, Livingstone and Lorne Roads came under one on 22 May 2008; Victoria Grove, Albert Grove and Chelsea Road on 11 April 2006; part of Chelsea Road again on 19 June 2007.
What those directions withdraw is worth reading carefully. They cover front-elevation windows and doors, chimney alterations, front boundary walls, painting brickwork, and replacing roof cladding on the main highway-facing elevation. None of the directions we have read names solar panels, so the national rule in Part 14 still applies to a roof-slope array. But the lesson is that Portsmouth decides this street by street: before designing a front-slope array in Southsea, check your address against the council’s conservation-area and Article 4 pages rather than trusting a general rule — including ours.
The rest of the city’s solar constraints are physical, not legal. Portsea Island is built tight: terraces with a single usable slope, shared alleyways that decide where scaffolding can stand, and flats where the roof belongs to the freeholder. Add salt air on the seafront, which rewards stainless fixings and panels tested to IEC 61701 for salt-mist corrosion, and the coastal wind loading that a fixing layout has to be calculated for rather than copied from a template.
