Why Solar Panels Work in Havant
Havant is one of the better-placed parts of Hampshire for solar. Planning in Havant
Havant Borough Council is the planning authority. Roof-mounted panels on a house are permitted development if they project no more than 0.2 m from the roof slope and sit no higher than the highest part of the roof. The borough has 14 conservation areas, but inside them the extra restriction covers panels on a wall, balcony or roof enclosure that fronts a highway — roof slopes are not caught. What changes the answer is a listed building, a flat-roof array in a conservation area (prior approval first), or an Article 4 direction: Havant’s only one is in the Langstone Conservation Area.

Conservation Areas, Langstone and Listed Homes in Havant
Havant Borough Council lists 14 conservation areas, including areas covering Havant town centre, Old Bedhampton, Langstone, Warblington and Emsworth, and whether a conservation area stops solar is the question we hear most in the borough.
The answer comes from Part 14 of the permitted development order, as amended on 27 August 2026. For a house in a conservation area, roof-mounted panels remain permitted development; what is excluded is equipment installed on a wall, balcony or roof enclosure which fronts a highway. A roof slope is not restricted, whichever way it faces, provided the panels stay within 0.2 m of the slope and no higher than the highest part of the roof.
Three situations need more than permitted development. Listed buildings, and buildings within their curtilage, fall outside it, so listed building consent comes first. A flat-roof array on conservation-area land needs a prior approval application before work starts. And an Article 4 direction can withdraw permitted development rights on particular properties: Havant Borough Council has one, in the Langstone Conservation Area. If you live in Langstone, check whether the direction covers your property before you commit to a design — it is the one local rule that can change the answer.
